STATEMENT BY H. E. DILMA ROUSSEFF, PRESIDENT OF THE FEDERATIVE REPUBLIC OF BRAZIL, AT THE OPENING OF THE GENERAL DEBATE OF THE 68TH SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY






Ambassador John Ashe, President of the 68th session of the United Nations General Assembly,
Mr. Ban Ki-moon, Secretary-General of the United Nations,
Heads of State and Government,
Ladies and Gentlemen,
Allow me initially to express my satisfaction in having a renowned representative of Antigua and Barbuda – a country that is part of the Caribbean, which is so cherished in Brazil and in our region – to conduct the work of this session of the General Assembly.
You can count, Excellency, on the permanent support of my Government.
Allow me also, at the beginning of my intervention, to express the repudiation of the Brazilian Government and people to the terrorist attack that took place in Nairobi. I express our condolences and our solidarity to the families of the victims, the people and the Government of Kenya.
Terrorism, wherever it may occur and regardless of its origin, will always deserve our unequivocal condemnation and our firm resolve to fight against it. We will never give way to barbarity.
Mr. President,
I would like to bring to the consideration of delegations a matter of great importance and gravity.
Recent revelations concerning the activities of a global network of electronic espionage have caused indignation and repudiation in public opinion around the world.
In Brazil, the situation was even more serious, as it emerged that we were targeted by this intrusion. Personal data of citizens was intercepted indiscriminately. Corporate information - often of high economic and even strategic value - was at the center of espionage activity. Also, Brazilian diplomatic missions, among them the Permanent Mission to the United Nations and the Office of the President of the Republic itself, had their communications intercepted.
Tampering in such a manner in the affairs of other countries is a breach of International Law and is an affront to the principles that must guide the relations among them, especially among friendly nations. A sovereign nation can never establish itself to the detriment of another sovereign nation. The right to safety of citizens of one country can never be guaranteed by violating fundamental human and civil rights of citizens of another country’s citizens. Even worse, when private sector companies uphold this type of spying activity.
The arguments that the illegal interception of information and data aims at protecting nations against terrorism cannot be sustained.
Brazil, Mr. President, knows how to protect itself. We reject, fight and do not harbor terrorist groups.
We are a democratic country surrounded by nations that are democratic, peaceful and respectful of International Law. We have lived in peace with our neighbors for more than 140 years.
As many other Latin Americans, I fought against authoritarianism and censorship, and I cannot but defend, in an uncompromising fashion, the right to privacy of individuals and the sovereignty of my country. In the absence of the right to privacy, there can be no true freedom of expression and opinion, and therefore no effective democracy. In the absence of the respect for sovereignty, there is no basis for the relationship among Nations.
We face, Mr. President, a situation of grave violation of human rights and of civil liberties; of invasion and capture of confidential information concerning corporate activities, and especially of disrespect to national sovereignty of my country.
We have let the U.S. government know our disapproval, and demanded explanations, apologies and guarantees that such procedures will never be repeated.
Friendly governments and societies that seek to build a true strategic partnership, as in our case, cannot allow recurring illegal actions to take place as if they were normal. They are unacceptable.
Brazil, Mr. President, will redouble its efforts to adopt legislation, technologies and mechanisms to protect us from the illegal interception of communications and data.
My Government will do everything within its reach to defend the human rights of all Brazilians and all citizens of the world and to protect the fruits borne from the ingenuity of our workers and our companies.
The problem, however, goes beyond a bilateral relationship. It affects the international community itself and demands a response from it. Information and telecommunication technologies cannot be the new battlefield between States. Time is ripe to create the conditions to prevent cyberspace from being used as a weapon of war, through espionage, sabotage, and attacks against systems and infrastructure of other countries.
The United Nations must play a leading role in the effort to regulate the conduct of States with regard to these technologies and the importance of the internet and social networks as a way to build democracy worldwide.
For this reason, Brazil will present proposals for the establishment of a civilian multilateral framework for the governance and use of the Internet and to ensure the effective protection of data that travels through the web.
We need to create multilateral mechanisms for the worldwide network that are capable of ensuring principles such as:
1 - Freedom of expression, privacy of the individual and respect for human rights.
2 - Open, multilateral and democratic governance, carried out with transparency by stimulating collective creativity and the participation of society, Governments and the private sector.
3 - Universality that ensures the social and human development and the construction of inclusive and non-discriminatory societies.
4 - Cultural diversity, without the imposition of beliefs, customs and values.
5 - Neutrality of the network, guided only by technical and ethical criteria, rendering it inadmissible to restrict it for political, commercial, religious or any other purposes.
Harnessing the full potential of the Internet requires, therefore, responsible regulation, which ensures at the same time freedom of expression, security and respect for human rights.
Mr. President, Ladies and Gentlemen,
The choice of the Post-2015 Development Agenda as the theme for this Session of the General Assembly could not be more timely.
The fight against poverty, hunger and inequality constitutes the greatest challenge of our time.
For this reason, we have adopted a socially inclusive economic model based on generating employment, strengthening small-scale agriculture, expanding credit, increasing the value of salaries and developing a vast social protection network, particularly through the Bolsa Família ("Family Stipend") Program.
Beyond previous achievements, we have lifted 22 million Brazilians out of extreme poverty in only two years.
We have drastically reduced child mortality. A recent report by UNICEF indicates that Brazil has promoted one of the most notable reductions of this indicator in the whole world.
Children are a priority for Brazil. This is reflected in our commitment to education. We are the country which has most increased public investment in education, according to the last OECD report. We have also just approved legislation which earmarks 75% of all petroleum royalties to education, and 25% to health services.
Mr. President,
In the debate on the Post-2015 Development Agenda we must focus on the results of Rio+20.
The major step taken in Rio de Janeiro was to place poverty in the center of the sustainable development agenda. Poverty is not a problem exclusive to developing countries, and environmental protection is not a goal to achieve merely once poverty is overcome.
The meaning of the Post-2015 Agenda is about building a world in which it is possible to grow, include, conserve and protect.
By promoting, Mr. President, social ascension and overcoming extreme poverty, as we are doing, we have created an immense contingent of citizens with better quality of life, increased access to information and greater awareness of their rights.
Citizens with new hopes, new desires and new demands.
The June demonstrations in Brazil, are an inseparable part of our process of building of our democracy and of social change.
My Government did not repress them, on the contrary, we listened to and understood the voices from the streets. We listened and understood because we ourselves came from the streets.
We were educated day to day by the great struggles of Brazil. The street is our ground, our base.
The protesters did not ask to return to the past. Rather, they did ask for further progress towards a future of greater rights, participation and social gains.
In Brazil, It was during this decade that we promoted the greatest reduction in social inequality in the last 50 years. It was during this decade that we created a system of social protection which permitted us to nearly eradicate extreme poverty.
We know that democracy generates more desire for democracy. Social inclusion demands further social inclusion. Quality of life awakens the yearning for more quality of life.
For us, progress achieved is always just a beginning. Our development strategy demands more, as desired by all Brazilians.
We cannot just listen, we must act. We must transform this extraordinary energy of the demonstrations into achievements for everyone.
For this reason, I have launched 5 major pacts: the pact Against Corruption and for Political Reform; the Urban Mobility pact, geared towards the improvement of public transportation and urban reform; the Education pact, our great passport to the future, which will be supported by royalties and the social fund from oil resources; a Health pact which provides for doctors to assist Brazilians in the poorest and most remote regions of the country; and the Fiscal Responsibility pact, to guarantee the economic viability of this new stage.
Ladies and Gentlemen,
Although the most acute phase of the crisis is behind us, the situation of the world economy remains fragile, with unacceptable levels of unemployment.
ILO Statistics point out there are more than 200 million unemployed people throughout the world.
This phenomenon affects populations of both developed and developing countries.
This is the right time to strengthen the trends for growth in the world’s economy. Trends that are now pointing to signs of recovery.
Emerging countries cannot alone guarantee the resumption of global growth. More than ever, it is necessary to coordinate actions in order to reduce unemployment and reestablish the momentum of international trade. We are all in the same boat.
My country is restoring economic growth despite the impact of the international crisis over the last years. We rely on three important elements: i) a commitment to solid macroeconomic policies; ii) the continuation of successful social inclusion policies; iii) the adoption of measures to increase our productivity and, therefore, our international competitiveness.
We are committed to stability, to controlling inflation, to improving the quality of public spending and to maintaining optimal fiscal performance.
We reiterate our support, Mr. President, for the reform of the Internacional Monetary Fund (IMF).
Governance of the Fund should reflect the weight of emerging and developing countries in the world economy. Delaying this reform will further reduce the Fund’s legitimacy and effectiveness.
Ladies and Gentlemen,
The year 2015 will mark the 70th anniversary of the United Nations and the 10th anniversary of the 2005 World Summit.
It will be the occasion to carry out the urgent reform we have been calling for since that Summit.
It is imperative to avoid the collective defeat of reaching 2015 without a Security Council capable of fully exerting its responsibilities in today's world.
The limited representation of the UN Security Council is an issue of grave concern, considering the challenges posed by the 21st century.
The immense difficulty in offering a solution to the Syrian crisis and the paralysis in addressing the Israeli-Palestinian conflict exemplify this concern.
In dealing with important issues, the recurring polarization between permanent members generates a dangerous paralysis.
We must provide the Council with voices that are at once independent and constructive. Only the expansion of the number of permanent and non permanent members and the inclusion of developing countries in both categories will correct the Council’s deficit of representation and legitimacy.
Mr. President,
The General Debate offers the opportunity to reiterate the fundamental principles which guide my country's foreign policy and our position with regards to pressing international issues. We are guided by the defense of a multilateral world, ruled by international law, by the primacy of peaceful solutions to conflicts and by the quest for a more compassionate and just order - both economically and socially.
The crisis in Syria moves us and is cause for indignation. Two and a half years of lives lost and widespread destruction have caused the greatest humanitarian disaster of the century.
Brazil, which has in Syrian descent an important component of our nationality, is profoundly involved with this drama.
We must stop the death of innocent civilians, of children, women and the elderly. We must cease the use of arms - conventional or chemical, by the government or the rebels.
There is no military outcome. The only solution is through negotiation, dialogue and understanding.
The decision of Syria to adhere to the Chemical Weapons Convention and to immediately apply its provisions is of great importance.
This measure is instrumental to overcome the conflict and to contribute to a world free of those arms. Their use, I repeat, is heinous and inadmissible under any circumstances.
For this reason, we support the agreement reached between the United States and Russia for elimination of Syrian chemical weapons. It is up to the Syrian government to implement this agreement fully, cooperatively and in good faith.
Whatever the case, we repudiate unilateral interventions contrary to International Law, without Security Council authorization, which would only worsen the political instability of the region and increase human suffering.
In the same vein, a durable peace between Israel and Palestine takes on new urgency in view of the changes occurring in the Middle East.
The time has come to heed to the legitimate aspirations of Palestinians for an independent and sovereign state.
The time has also come to realize the wide international consensus in favor of the two state solution.
The current negotiations between Israelis and Palestinians should bring about practical and significant results towards an agreement.
Mr. President, Ladies and Gentlemen,
The history of the twentieth century shows that forsaking multilateralism is a prelude to wars and the consequent human misery and devastation.
It also shows that the promotion of multilateralism brings benefits on ethical, political and institutional levels.
I renew, thus, an appeal in favor of a wide and vigorous convergence of political wills to sustain and reinvigorate the multilateral system, in the United Nations its main pillar.
At its creation, much hope was raised that humanity could overcome the wounds of the Second World War.
That it would be possible to rebuild, from the wreckage and bloodshed, a new world of freedom, solidarity and prosperity.
We all have the responsibility of keeping this fertile and generous hope alive.

Gezin van Amarildo ontvangt doodsbedreigingen

Nadat hij door de militaire politie was gearresteerd is van Amarildo Souza Lima twee maanden na zijn verdwijning niets meer vernomen. Zijn gezin wordt bedreigd en hun advocaten wordt inzicht in het lopende politieonderzoek ontzegd.

 Amarildo Souza Lima is voor het laatst gezien toen hij na zijn arrestatie door de militaire politie een bureau van de Vredespolitie (UPP, Unidade de Polícia Pacificadora) in Rocinha, Rio de Janeiro werd binnengebracht. Zowel de militaire als de civiele politie hebben een onderzoek naar zijn verdwijning ingesteld, maar in beide gevallen gebeurt dat onder strikte geheimhouding. Volgens informatie die getuigen in het onderzoek naar voren hebben gebracht proberen de autoriteiten het slachtoffer en zijn gezin met lokale criminele groeperingen in verband te brengen. Dit is vooral bij het onderzoek van de militaire politie het geval. Van de dertien politieagenten die verdacht worden van betrokkenheid bij de verdwijning zijn er slechts vier overgeplaatst naar andere eenheden in de stad. De commandant van de UPP in Rocinha, majoor Edson Santos, werd pas anderhalve maand na het incident overgeplaatst. Majoor Edson Santos werd er onlangs van beschuldigd getuigen van de verdwijning onder druk te hebben gezet om hun verklaringen aan te passen, in de hoop om lokale criminelen in plaats van de politie er de schuld van te geven.

In een recent gepubliceerd rapport heeft de Mensenrechtenraad van de deelstaat Rio de Janeiro (Conselho Estadual de Defesa dos Direitos Humanos) de politiemensen van de UPP aangeklaagd wegens marteling en bedreigingen. Dit rapport maakt het naast andere informatiebronnen zeer plausibel dat Amarildo Souza Lima door de politie is gedood nadat hij werd gemarteld. Een theorie zoals die door zijn gezin wordt aangedragen.
Amarildo's gezin en in het bijzonder zijn vrouw Elizabeth Gomes da Silva zijn door politieagenten van de UPP bedreigd. In een recent interview verklaarde zij: "De politie vond het niet leuk zoals het gezin zich uitte. Hoeveel Amarildo's zijn er al gedood? Hoeveel mensen zijn er niet in de favela's gestorven waarna gezinsleden bang waren om hun mond open te doen. We hebben op fluitjes geblazen, geprotesteerd, straten bezet en zijn op televisie verschenen. Wij schreeuwen en roepen op tot gerechtigheid."

Rocinha, Amarildo's wijk, is met ongeveer 70.000 inwoners een van de grootste van deze wijken in de stad. Het ligt tegen een steile helling in het rijke staddeel São Conrado. De Vredespolitie (UPP) is een programma van wijkpolitie die in verschillende sloppenwijken van Rio de Janeiro zijn opgezet en werd in september 2012 in Rocinha geïnstalleerd.

Dilma gaat niet, vooralsnog

Dilma gaat niet. Na een uitgebreid gesprek met haar minister van buitenlandse zaken Luiz Alberto Figueiredo heeft zij besloten het in oktober voorgenomen staatsbezoek aan de Verenigde Staten op het laatste moment af te gelasten. Wel zal zij deze maand naar New York afreizen voor een toespraak voor de Algemene Vergadering van de Verenigde Naties, waar zij de illegale afluisterpraktijken van de NSA/National Security Agency publiekelijk in forse bewoordingen aan de kaak zal stellen.
Het zit de Brazilianen hoog nu bekend is geworden dat Washington de communicatie van Braziliaanse burgers, strategisch economische vooraanstaande bedrijven als energiegigant Petrobras en leden van de Braziliaanse regering, inclusief die van de presidente zelf, heeft onderschept. De vriendschap tussen beide landen is ernstig verzuurd. Het wantrouwen is zo groot dat het Congres de journalist Glenn Greenwald voor een gesprek naar Brasília heeft uitgenodigd en dat er zelfs stemmen opgaan om met Edward Snowden in Moskou persoonlijk in gesprek te gaan.

De druk op Dilma om niet te gaan werd de afgelopen dagen opgevoerd nadat ook haar mentor oud-president Luiz Inácio Lula da Silva en de nog altijd zeer invloedrijke Franklin Martins, een veteraan uit de strijd tegen de militaire dictatuur en voormalig perschef van Lula, haar van een bezoek poogden af te zien. Het steekt hen vooral en zo werd dat ook door Dilma zelf uitgesproken dat de legitimering voor de afluisterpraktijken, de strijd voor nationale veiligheid van de Verenigde Staten en haar oorlog tegen terrorisme, geen steek houden nu ook is gebleken dat Petrobras door de NSA aan een onderzoek werd onderworpen. Dat duidt immers op strategisch economische belangen en dan met name vanwege de enorme business-mogelijkheden die met de winning van aardolie voor de kust van de deelstaten Rio de Janeiro en Espírito Santo in het verschiet liggen, het zogenoemde pre-salproject.
Brasília wil en moet onder de omstandigheden een statement maken. Er is haar toch veel aan gelegen de bilaterale verhoudingen tussen de beide landen in stand te houden. Daarom wordt er al gesproken over het maken van een nieuwe afspraak voor een staatsbezoek op de korte termijn. Het zou het eerste staatsbezoek van een Braziliaans staatshoofd aan Washington betekenen sinds 1995, toen president Fernando Henrique Cardoso op het Witte Huis zijn opwachting maakte. En ook het officiële en bejubelde bezoek van de Amerikaanse president Barack Obama aan Brazilië in 2011 ligt velen nog vers in het geheugen.


Brazilië en de huidige regering van de Verenigde Staten zijn tot elkaar veroordeeld op het wereldtoneel. Ze delen bilaterale, regionale en mondiale belangen op ideologisch gebied. Het lijkt er dan ook op dat Dilma en met haar de huidige regeringscoalitie in Brasília er binnenlands belang bij hebben om het spel hoog te spelen. Volgend jaar zijn er verkiezingen in haar land en niet reageren zou haar stemmen kunnen gaan kosten nu alle partijen unaniem schande spreken van de Amerikaanse handelswijze. Daarnaast leidt het afluisterschandaal de aandacht af van de straatprotesten in Brazilië, die sinds juni tot op de dag van vandaag het politieke establishment tarten.
Dilma zal nu niet gaan, maar de Obama-factor zal laten zien dat de Braziliaans-Amerikaanse verhoudingen er uiteindelijk niet al te veel schade aan zullen ondervinden.

Een gewaarschuwd mens telt voor twee

Brazilië en dan met name de stad Rio de Janeiro maakt zich op voor de twee grote sportevenementen die de komende drie jaar binnen haar grenzen zullen gaan plaatsvinden, het wereldkampioenschap voetbal volgend jaar en de Olympische Spelen van 2016. Naast de nodige logistieke kopzorgen die de sporttoernooien met zich meebrengen is de veiligheid van de miljoenen te verwachten bezoekers uit binnen- en buitenland. Zoals een Nederlandse zakenman het vorige week tegen mij tijdens een seminar van de Nederlands-Braziliaanse Kamer van Koophandel onder woorden bracht, "al die sportliefhebbers zullen wandelende geldmachines zijn." Spek naar het bekkie voor een ieder met slechte bedoelingen.
Brazilië is en blijft een onveilig land. Al jarenlang staan São Paulo en Rio de Janeiro voor de Amerikaanse inlichtingendienst CIA op de tweede en derde plaats als zijnde de meest gevaarlijke steden ter wereld, direct achter de Zuid-Afrikaanse metropool Johannesburg. Een eerste stap die de Braziliaanse autoriteiten hebben ondernomen is het schoonvegen van strategisch gelegen volkswijken van criminele bendes en de installatie van een wijkpolitie in deze wijken, de UPP (Unidades de Polícia Pacificadora, vrij vertaald de pacificerende politie-eenheden). Het mag dan ook geen verbazing heten dat deze politieposten juist in die wijken worden gesitueerd die of langs de weg van het vliegveld naar het stadscentrum liggen of juist rond de toeristische trekpleisters Copacabana en Ipanema.
Maar dat laat onverlet dat bezoekers kwetsbaar blijven. Deze week wordt in Rio de Janeiro het zevendaagse popfestival Rock in Rio gehouden. Nu, na drie dagen, heeft de civiele politie bekend gemaakt dat er al reeds 300 misdrijven, voornamelijk diefstal en berovingen, hebben plaatsgevonden. Per dag trekt het festival gemiddeld 85.000 bezoekers, voor het overgrote deel Brazilianen. Personen die weet hebben van de gevaren van de grote stad en op dit soort misdrijven uit de dagelijkse praktijk zijn voorbereid. Maar hoe zit dat straks met de achteloze Nederlandse Oranje-supporter of de fans van de andere deelnemende landen?
Voor Rock in Rio werden er 910 politiemensen de straat op gestuurd om de bezoekers te kunnen beveiligen. Er is zelfs een speciale rechter aangesteld die de veiligheidsoperaties moet aansturen, de Juizado Especial do Torcedor e Grandes Eventos (Speciale Rechtbank voor de Fans en de Grote Evenementen). Ik hou mijn hart echter vast voor 2014-2016 en hoop dat de Oranje-fans goed voorbereid de grote plas over zullen steken. Hou er gewoon rekening mee dat het je zal gebeuren, zoals bijna elke Braziliaan dat dagelijks doet. Het gebeurt een keer dat er een pistool tegen je hoofd wordt gezet, maar je weet alleen niet wanneer. Geen macho-gedrag en verhaal gaan halen, de trekker gaat zo over. Niet teveel, maar ook niet te weinig geld op zak, want 'gringos' hebben geld. Onder bedwelming van alcohol en drugs altijd op je hoede zijn. Naïviteit en dronkenschap maken hen immers terecht tot wandelde geldmachines.

Opsteker voor de Braziliaanse muzikale wereld

De aankomende week lijkt er een einde te komen aan de parlementaire gang van een grondwetswijziging die in 2007 door de federaal afgevaardigde Otávio Leite (PSDB/Rio de Janeiro) werd ingediend en die een van grote betekenis voor Braziliaanse musici zal zijn. Nadat het voorstel reeds door het federale Huis van Afgevaardigden is aangenomen zal de zogenoemde PEC da Música deze week door de senaat voor de tweede en laatste maal in stemming worden gebracht.

Boeken en tijdschriften genieten als sinds 1988 een btw-ontheffing, vastgelegd in de federale grondwet die dat jaar inwerking trad. Het voorstel van Leite beoogt dat ook cd's, dvd's en andere digitale muziekdragers van Braziliaanse muzikanten onder deze regeling gaan vallen. Tot nu toe betalen Brazilianen via drie belastingen (ISS, ICMS en IPI) ruim 30% extra voor deze producten, wat ertoe leidt dat veel Braziliaanse consumenten hun toevlucht nemen tot illegale kopieën via het internet. Het spreekt vanzelf dat het voorstel door veel muzikanten en producenten wordt gedragen. Dat leidde er onder andere toe dat de beroepsgroep zelf ook het nodige lobbywerk in Brasília heeft verricht om de grondwetswijziging erdoor te kunnen krijgen..

Opvallend is de tegenwerking die Leite in het Congres krijgt van parlementariërs uit Manaus, de hoofdstad van de deelstaat Amazonas. De reden is eigenlijk niet meer dan voor de hand liggend: Manaus is sinds jaar en dag een vrijhandelszone, een Zona Franca. Al sinds 1967, gedurende de militaire dictatuur (1964-1985), geldt de stad en haar directe omgeving als een plaats waar de federale overheid door fiscaal aantrekkelijke maatregelen uit te vaardigen een bloeiend economisch leven in het hart van het Amazone-gebied tot stand heeft gebracht. Dit leidde ertoe dat veel buitenlandse producenten van hoogwaardige technologische goederen zich in de stad vestigden, waaronder fabrikanten van de cd's. Op dit moment zijn zij de enigen die in Brazilië belastingvrij hun producten op de markt mogen brengen. De grondwetswijziging zou betekenen dat er elders in het land concurrenten kunnen opstaan die haar monopolie op dit gebied in een keer teniet zal doen.


De afgelopen week bleek al dat de politici uit Amazonas hoog en laag kunnen springen, maar dat de senaat niet aan hun zijde staat. Op 11 september werd het voorstel reeds in de eerste ronde door 50 senatoren aangenomen, met 4 tegenstemmen en 1 onthouding. Het zier ernaar uit dat vanaf volgende week de Brazilianen zo'n 25% goedkoper uit zullen zijn bij de aanschaf van muziek van eigen bodem. Het zal Otavio Leite (foto), die vorig jaar namens de PSDB nog kandidaat was voor het burgemeesterschap van Rio de Janeiro, geen windeieren leggen als hij volgend jaar wederom kandidaat zal staan voor het federale Huis van Afgevaardigden namens de gelijknamige deelstaat.

Luiz Gushiken (1950 - 2013)


Afgelopen nacht overleed in São Paulo Luiz Gushiken (foto), een van de oprichters van de socialistische Partido dos Trabalhadores en de vakbond CUT in de jaren '80 van de vorige eeuw, aan de gevolgen van een jarenlang voortslepende vorm van kanker. Daarmee verliest de PT en links-Brazilië een markante politieke persoonlijkheid. Gushiken is slechts 63 jaar geworden.
Gushiken werd in 1950 in een kinderrijk, eenvoudig gezin van Japanse immigranten in het stadje Oswaldo Cruz (deelstaat São Paulo) geboren. Hij studeerde bedrijfskunde en filosofie in de stad São Paulo en raakte vervolgens als bankmedewerker betrokken bij de vakbondswereld ten tijd van het militaire bewind in Brazilië (1964-1985). In die tijd kwam Gushiken, die zich aansloot bij de trotskisten in de stad, in contact met de vakbondsleider en latere president van Brazilië, Luiz Inácio Lula da Silva. Hij zou nooit meer van zijn zijde wijken. Samen gaven ze leiding aan linkse vakbonden en de vakcentrale CUT, waren zij beiden medeoprichters van de PT (foto onder, samen met José Dirceu) en voerden ze gezamenlijk alle campagnes om Lula tot president gekozen te hebben. Een streven dat leidde tot Lula's daadwerkelijke zitting als staatshoofd tussen 2002 en 2010. Gushiken zou na drie termijnen als federaal afgevaardigde (1987-1999) uiteindelijk slechts een serieuze regeringsfunctie vervullen, namelijk die minister van sociale communicatie tussen 2003 en 2005. Daar moest hij voortijdig het veld ruimen nadat zijn naam door de politieke oppositie en met name de conservatieve massamedia met veel bombarie in verband was gebracht met vermoedelijke zelfverrijking. Een aantijging die trouwens tot op de dag van vandaag nooit hardgemaakt is.


In 2012 werd de immer goedlachse Luiz Gushiken ontslagen van rechtsvervolging in de geruchtmakende Mensalão-omkopingszaak. Het federale OM zei in dat jaar geen enkel bewijs te zien om hem door het federale hooggerechtshof te laten vervolgen.
Met het overlijden van Luiz Gushiken verliest de Braziliaanse icoon Lula een van zijn trouwste medewerkers, zonder wiens intelligentie en vriendschap hij nooit zo een grote politieke hoogte had kunnen bereiken. De vele hopeloos mislukte pogingen van de rechtse oppositie om Gushiken ook maar enigszins in een corrupt daglicht te stellen bewijzen maar eens te meer diens cruciale rol binnen het team-Lula. De politieke oppositie en de rechtse invloedrijke media hebben zich al die jaren als bloedhonden in de sympathieke "Japanner" gebeten maar hebben altijd bot gevangen. Historici zullen uiteindelijk zijn werkelijke positie en rol binnen de Braziliaanse geschiedenis gaan vastleggen, maar tot die tijd zal het imago of misschien zelfs wel de mythe van de vleesgeworden politieke onschuld nog lang aan hem blijven hangen.

Politiek - kort

Brasília: Alles lijkt erop te wijzen dat het federale hooggerechtshof in Brasília ermee gaat instemmen dat de veroordeelden in het grote Mensalão-proces strafvermindering zullen krijgen. Een dezer dagen zal de laatste rechter Celso de Mello zijn oordeel uitspreken, waarbij hij de doorslaggevende stem in het geheel heeft. De druk van de publieke opinie, die voor het merendeel tegen strafvermindering van vooral de PT-kopstukken blikt te zijn, is enorm. Celso de Mello zegt zich daar niets van aan te zullen trekken en zijn conclusies reeds te hebben getrokken. Zijn mededeling dat hij niet zo snel van een eerder ingenomen standpunt is af te brengen wijst erop dat hij voor de strafvermindering zal gaan stemmen. Dat zal een golf van volksprotest met zich meebrengen, daarin aangevuurd door de rechtse pers. Neem Veja, het belangrijkste weekblad van Brazilië. Haar columnisten roepen nu reeds van de daken dat een dergelijke gerechtelijke beslissing aantoont dat de politieke invloed van de PT in het hoogste rechtscollege groot is. Niet onbelangrijk natuurlijk in de aanloop naar de presidentsverkiezingen van volgend jaar.
